Community Service / Economic Development
PUBLIC/COMMUNITY SERVICE PROGRAM - This program provides funds to existing or new organizations, to create or expand programs focused in target area community services and eligible neighborhood improvements.
ECONOMIC DEVELOPMENT - Funds will be used to continue to promote Economic Development Program activities to address the need for sustainable employment opportunities.
PUBLIC FACILITIES - This program provides funds to assist City departments on eligible Target Area projects. Such projects are addition or replacement of capital items, particularly in essential services areas like Parks and Recreation. Project must benefit low and moderate-income residents and include, but are not limited to, acquisition, construction, reconstruction, rehabilitation, or installation of public facilities and improvements.
TENANT/LANDLORD COUNSELING - This program provides assistance to either tenants or landlords in their disputes. Printed material is available at 112 South 8th Street or one can call 575-6101 to discuss whatever situation in tenant/landlord dealings. The personnel cannot give legal advice but can explain steps to help reach agreement or supply phone number for further help.
GRAFFITI PROGRAM - - In 1999 the new Mayor
Mary Place designated the month of April as "Paint Out Graffiti
Month". Every April, ONDS purchased paint, brushes, buckets and
other supplies, and then, with the help of local paint contractors, volunteers
went through pre-designated sections of the city and painted over graffiti.
For five years volunteers were diligent to paint over the graffiti but
it would eventually come back through the summer, fall and winter months.
After equipping and supplying the vehicle with many donations, the graffiti
program was well under way.

COMMUNITY HOUSING DEVELOPMENT ORGANIZATION (CHDO) - A Community Housing Development Organization is a private nonprofit, community-based organization that has obtained or intends to obtain staff with the capacity to develop affordable housing for the community it serves.
