{"id":9732,"date":"2026-04-30T09:50:48","date_gmt":"2026-04-30T16:50:48","guid":{"rendered":"https:\/\/www.yakimawa.gov\/services\/planning\/?page_id=9732"},"modified":"2026-04-30T12:30:07","modified_gmt":"2026-04-30T19:30:07","slug":"yha-fonsi","status":"publish","type":"page","link":"https:\/\/www.yakimawa.gov\/services\/planning\/planning-division\/yha-fonsi\/","title":{"rendered":"Yakima Housing Authority \u2013 Notice of Finding of No Significant Impact and Notice of Intent to Request Release of Funds for the Lewis, Spruce &amp; Sixth Projects"},"content":{"rendered":"\n<p><\/p>\n\n\n\n<p><strong>**These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Yakima Housing Authority.<\/strong><\/p>\n\n\n\n<p><strong>REQUEST FOR RELEASE OF FUNDS<\/strong><\/p>\n\n\n\n<p>On or about May 19, 2026, the City of Yakima Planning Division will authorize the Yakima Housing Authority to submit a request to HUD&nbsp;for the release of funds under Section 8 Project Based Vouchers, to undertake a project known as Lewis, Spruce, and Sixth Development. The Lewis project is located at 315 N. Lewis Ave., for the purpose of constructing two new apartment buildings totaling a combined 33 units. The Spruce project is located at 914 E. Spruce St., for the purpose of constructing a new 2-story multifamily residential apartment building that will be comprised of 14 total units with 30 onsite surface parking spaces and will sit south of an already developed affordable housing unit owned by Yakima Family Housing LLC and operated by YHA. The Sixth project is located at 415 N 6th Ave., for the purpose of constructing three (3) one-bedroom units in a triplex style. These three projects will help address housing needs identified through the Yakima Housing Authority waitlist.<\/p>\n\n\n\n<p><strong>FINDING OF NO SIGNIFICANT IMPACT<\/strong> <\/p>\n\n\n\n<p>The City of Yakima Planning Division has determined that the project will have no significant impact on the human environment.&nbsp;Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.&nbsp;Additional project information is contained in the Environmental Review Record (ERR) on file at Yakima City Hall 129 N. 2<sup>nd<\/sup> Street, Yakima, WA 98901, and may be examined or copied weekdays 8:30 A.M to 4:30 P.M.<\/p>\n\n\n\n<p><strong>PUBLIC COMMENTS<\/strong><\/p>\n\n\n\n<p>Any individual, group, or agency may submit written comments on the ERR to the City of Yakima Planning Division.&nbsp; All comments received by May 18, 2026, will be considered by the City of Yakima Planning Division prior to authorizing submission of a request for release of funds.&nbsp; Comments should specify which Notice they are addressing.<\/p>\n\n\n\n<p><strong>ENVIRONMENTAL CERTIFICATION<\/strong> <\/p>\n\n\n\n<p>The City of Yakima Planning Division certifies to HUD that Victoria Baker in her capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.&nbsp; HUD\u2019s State\u2019s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Yakima Housing Authority to use Program funds.<\/p>\n\n\n\n<p><strong>OBJECTIONS TO RELEASE OF FUNDS<\/strong> <\/p>\n\n\n\n<p>HUD will accept objections to its release of fund and the City of Yakima Planning Division\u2019s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Yakima Planning Division; (b) the City of Yakima Planning Division has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.&nbsp; Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at 909 1<sup>st<\/sup> Ave, Seattle, WA 98104.
