What is DYBID?
In 2008, more than 60% of property owners and business owners in a proposed “Downtown Yakima Business Improvement District” (DYBID) voted in favor of forming the district and paying assessments to fund beautification and ongoing maintenance in the downtown area. The City of Yakima, which collects the assessments, contracts with the Downtown Association of Yakima (DAY), to provide maintenance and beautification services and pays DAY with the money generated by the DYBID assessments.
Beautification and maintenance partial list:
- Daily trash/litter removal
- Graffiti removal
- Landscaping
- Snow removal at intersections
If your property and/or business falls within the district boundaries you may be responsible for any of these 3 possible DYBID assessments:
- Parcel owners – annual bill for parcel owners based on Yakima County property assessment of the parcel, amounts will vary each year, bills in January;
- Business owners – $100 annual bill for having a business license with the service address in the DYBID, bills when a new or renewed business license is obtained;
- Business owners – $200 annual bill for having a business license with the service address in the North Front St PBIA (parking and business improvement area), bills in January.
Please be advised:
Pursuant to Yakima Municipal Code 5.01.060(A)(5), the City of Yakima code administration manager may deny, revoke, or refuse to renew a business license if the business is in default of any fee or tax required “under any parking and business improvement area established pursuant to RCW 35.87A,” which includes all DYBID assessments. In addition to the revocation of your business license, which is required in order to operate a business within the City of Yakima, failure to pay the required assessments shall result in a foreclosure action against your property pursuant to the authority granted by Washington State statute. If your business license is revoked, you will be unable to renew it or obtain a new license for a period of 12 months.
